Produced by inclusion health charity Pathway and national homelessness charity Crisis, this report examines implementation of the duty for public services, including hospitals, to intervene to help prevent homelessness, according to the Homelessness Reduction Act 2017.

It highlights the crucial role health services can play in preventing homelessness and describes how the Duty to Refer has been working in practice in the NHS, highlighting examples of good practice where the integration of services across boundaries is stronger. It also makes clear recommendations to realise the potential of the duty to refer and prevent needless deaths.
